Texas Finance Code § 62.301
Organizational and Financial Requirements · Conversion of Association to State or National Bank or State or Federal Savings Bank
An association may apply to the commissioner to convert to a state savings bank by filing an application with the commissioner. The application shall be processed under Subtitle C.
