Texas Finance Code § 89.004
Miscellaneous Provisions Applicable to Savings and Loan Associations · General Miscellaneous Provisions
The finance commission shall initiate rulemaking proceedings if at least 20 percent of the associations petition the finance commission in writing requesting the adoption, amendment, or repeal of a rule.
