Texas Human Resources Code § 40.051
Department of Family and Protective Services · General Functions of Department
The department shall develop a departmental strategic plan based on:
(1) furthering the policy of family preservation;
(2) the goal of ending the abuse and neglect of children in the conservatorship of the department; and
(3) the goal of increasing the capacity and availability of foster, relative, and kinship placements in this state.
