Texas Labor Code § 402.066
Operation and Administration of Workers' Compensation System · General Powers and Duties of Division and Commissioner
(a) The commissioner shall consider and recommend to the legislature changes to this subtitle.
(b) The commissioner shall forward the recommended changes to the legislature not later than December 1 of each even-numbered year.
