Texas Natural Resources Code § 134.080
Texas Surface Coal Mining and Reclamation Act · Surface Coal Mining Permits
The commission may not approve an application for a permit revision unless the commission finds that reclamation as required by this chapter can be accomplished under the revised reclamation plan.
