Texas Occupations Code § 1954.053
Asbestos Health Protection · Powers and Duties of Executive Commissioner and Department
The executive commissioner may adopt rules specifying:
(1) performance standards at least as stringent as applicable federal standards; and
(2) work practices that affect asbestos removal or encapsulation in a public building.
