Texas Transportation Code § 548.401
Certification Generally
Inspection of Vehicles · Certification of Inspection Station or Inspector
A person may perform an inspection, issue a vehicle inspection report, or submit inspection information to the department's inspection database only if certified to do so by the department under rules adopted by the department.
