Texas Water Code § 53.088
Fresh Water Supply Districts · Administrative Provisions
A district is:
(1) a governmental agency;
(2) a body politic and corporate; and
(3) a defined district within the meaning of Article XVI, Section 59, of the Texas Constitution.
